去年汛期,我国长江、嫩江、松花江流域发生了百年不遇的特大洪水,给人民生命和财产造成了重大损失,而历史上素以“中国之忧患”著称的“黄龙”——黄河,汛情却相对平稳。可是,这并非是因为这条巨龙的“脾性”变得温文尔雅了,而是由于黄河径流这些年正值枯水期,黄河径流具有丰枯交替的规律,一俟时机成熟,黄河就将再现其暴虐恣肆、桀骜难驯的面目。
