在新旧交割、辞旧迎新之际,燕赵大地喜报频传,备受全国人民瞩目、河北人民盼望已久的南水北调中线工程于12月30日开工,京石段应急供水工程河北省滹沱河倒虹吸工程和北京市永定河倒虹吸工程作为首批项目同时动工。国务院南水北调办公室副主任孟学农,河北省省长季允石,省委常委、常务副省长郭庚茂,副省长宋恩华视察了滹沱河倒虹吸工程开工现场,工程设计、施工、监理单位云集一处,加之众多媒体人士的采访,使平日寂寥的滹沱河倒虹吸工程所在地——河北省正定县西柏棠乡新村村北热闹非凡,也给冬日萧寂的燕赵大地平添了无限生机。此前,水利部、海河水利委员会和省委、省政府高度重视,河北省乃至华北地区首次以改善生态为目标且跨河系的调水工程——引岳济淀生态补水应急工程,于12月28日上午10时在河北省民有北干渠磁县三里屯处开工。海河水利委员会防汛抗旱办公室主任马文奎、省水利厅副厅长刘凯军、邯郸市及磁县政府有关负责人出席开工典礼并讲话,海河水利委员会、省水利厅、邯郸市及磁县政府有关部门、工程设计与施工单位、省市新闻单位约300人参加了开工典礼。详见6～7页。
