在近代中国统治阶层所聘请的外国顾问中,莫理循是难能可贵的人物。他被聘为袁世凯政府的总统政治顾问,不是由于外国政治势力的推荐。他在职期间所努力从事的协助北京政府进行的几项对外交涉:中俄关于外蒙古问题的交涉,中英关于西藏问题、关于片马问题的交涉,以及抵制日本强加于中国的二十一条,特别是中英交涉直接违背了英国利益,显示了莫理循是同情与支持中国人民反抗帝国主义的殖民侵略的。莫理循不是殖民主义者在华的代理人,而是中国人民的朋友。
Among the foreign advisers hired by the ruling classes in China in modern times, Morrison was a valuable figure. He was hired as Yuan Shikai’s presidential political adviser, not because of the recommendation of foreign political forces. Several foreign diplomatic missions that he worked hard to assist the Beijing government during his tenure of office: the negotiations between China and Russia on the issue of Outer Mongolia; the Sino-British negotiations on Tibet and the negotiation between the two countries; and the boycott of 21 articles imposed by Japan on China In particular, the Sino-British negotiations directly violated the British interests and showed Morrison’s sympathy and support for the Chinese people’s colonial aggression against imperialism. Morrison is not an agent of colonialists in China, but a friend of the Chinese people.
