意大利战后电信通信发展较缓慢,截止1982年1月意大利的电话普及率是36.3%,占世界的第17位。同欧洲的英国,联邦德国、法国等国家相比还有相当差距。到1983年9月电话待装户达63万户,为此,意大利政府制定了1983—1987年电信通信现代化的五年发展计划,总投资25兆里拉,相当于1978—1982年五年省投资的两倍以上。电信通信事业建设投资占国民经济建设总投资的比例是4%,超过英国、法国和联邦德国。其发展目标是:
