增强企业活力,是整个经济体制改革的中心环节。几年来,供销社围绕这一中心,在企业内部推行经营责任制等一系列重大的改革措施,取得了一定的效果。然而令人忧虑的问题是:有部分企业并没有因为实行了经营责任制而提高经济效益,甚至有些企业还出现了不正常行为。存在这一问题的原因很多,主要是企业还没有建立起健全的经营机制。因此,进一步改善企业经营机制,是深化供销社体制改革的一个重大课题。所
Enhancing the vitality of enterprises is the central link of the entire economic system reform. Over the past few years, supply and marketing cooperatives have carried out a series of major reform measures such as the operation responsibility system within the enterprise centering on this center and achieved certain results. However, the worrying issue is that some companies have not improved their economic efficiency because of the implementation of the business responsibility system, and even some companies have experienced abnormal behavior. There are many reasons for this problem, mainly because the company has not yet established a sound operating mechanism.
