据报道,国家体改委副主任高尚全近期对杜会主义市场经济新体制作了阐述。他说,社会主义市场经济的基本框架是:第一,以公有制经济为主体,多种经济成份长期并存,共同发展。在现代经济中,通过控股等形式,同量的国有资产可以控制比自身大几倍的资产。第二,国有资产产权明晰化,即国有资产的所有者代表必须明确。这是实现公有经济与现代市场经济对接的重要条件。第三,一切生产要素都要进入市场,这是市场经济正常运行的基本条件。
