大部制改革是当前我国行政体制改革的重要内容,是在巩固以往机构改革成果的基础上,为进一步适应和满足新时期新情况作出的战略选择,同时也面临着很多难点和挑战。文章拟通过对西方政府再造理论和发达国家实行大部制改革的考察,结合我国行政体制的现实,提出完善我国大部制的政策建议。
The major part system reform is an important part of the present administrative system reform in our country. It is a strategic choice made to further adapt to and satisfy the new situation in the new period, as well as to face many difficulties and challenges, on the basis of consolidating the results of previous institutional reforms. The article intends to put forward the suggestions on how to perfect most of the system of our country through the investigation of the western government reengineering theory and the implementation of most departments’ reform in developed countries and the reality of our country’s administrative system.
