乡(镇)电管站是继农村联产承包责任制之后出现的管电组织,填补了农村电力设施自有产权管理的空白,对维护农村用电秩序,发展农村电气化事业起到了重要作用.但随着经济发展的深入,情况发生了变化,对电管站提出了一些新的课题,使乡(镇)电管站的发展遇到了困难,如不加以解决,势必影响其发展.比较突出的问题是乡(镇)电管站的性质及其法律地位.1989年能源部颁发的《乡电管站管理办法》中指出:“乡电管站是服务性管电组织,行使乡人民政府的管电职能”;“乡电管站实行乡人民政府和县电力部门双重领导,由县电力部门实行行业归口管理”.在实际
The township (town) power management station is a power management organization following the rural contract responsibility system, which fills the gap in the management of rural power facilities’ own property rights. It plays an important role in maintaining rural electricity use and developing rural electrification. However, with the deepening of economic development, the situation has changed, and some new topics have been proposed for power management stations, which have caused difficulties in the development of township (town) power management stations. If they are not resolved, they will inevitably affect their development. The problem is the nature and the legal status of township (town) power management stations. In the “Administrative Measures for Rural Power Management Stations” issued by the Ministry of Energy in 1989, it was pointed out: “The township power management station is a service-oriented power management organization that exercises the people’s government of the township. “The power management function of the power station”; “The township power management station implements the dual leadership of the township people’s government and the county power department, and the county power department implements the centralized management of the industry”.
