一是实度。督查员一定要深入到实际工作的第一线,对工作进行督促检查。在实际工作中,总结各地执行党委决策的好经验,发现存在的问题,并及时反馈给党委。切不可浮光掠影,更不能满足于或停留于基层报送的汇报材料上。只有真正沉到实际工作中去,才能总结经验,发现实质性问题,起到督查的作用。二是力度。督促检查必须有力度,否则,对工作既促不动,也查不实。要做到有力度,须解决好两个问题:

Supervise the inspection must have the intensity, otherwise, both work can not move, also check false. To be vigorous, we must solve two problems:
