现代行政管理划分为政策、执行和监督三个层面,三者互为整体,共同决定了行政效能的高下,社会保障管理也不例外。但同时,社会保障又有自身的特殊性,其服务的提供完全有赖于经办机构持久而精确的执行,所以在社会保障三位一体的行政管理架构中,“三分政策,七分管理”的理念被一再强调,经办管理服务的重要性凸显。新农合是社会保障的重要组成,同样受这一基本规律支配。整合新农合需要统筹城乡医保政策,更需要归并原本分别在两部门独立运行的数据库,实现信息资源集中、同人同库管理,进而开展基金统一监管,提供高效便捷服务。

Instead, we need to consolidate the databases that were originally operated independently in each of the two departments so as to achieve centralized management of information resources and the management of the same people in the same warehouse so as to unify the supervision of funds and provide efficient and convenient services.
