Academician Xu Shoubo was born in Shaoxing, Zhejiang Province in 1931 and graduated from university in 1955 and assigned to the Institute of Electrical Engineering, Chinese Academy of Sciences (Changchun). In the following year, the country enacted a nationwide long-term development plan for science and technology and proposed that it vigorously introduce some important subjects that have been developed in the Soviet Union but not yet established in China and decided to send a group of more experienced scientists and technicians to study in the Soviet Union. Academician Xu was chosen to study integrated energy engineering in the Soviet Union during this period. During the Soviet Union, Xu Academician was fortunate at the time of Soviet Union
