大力开展学术研究是提高业务素质的必由之路。解放军报社政工部从去年开始举办年终学术讨论会，这种结合工作开展学术研究的空气应该进一步强化。本期刊登的是曹瑞林同志向研讨会提交的论文。
Vigorously carry out academic research is the only way to improve business quality. The People’s Liberation Army Press Office of the Ministry of Political Science and Law held a year-end academic symposium from last year.
