社会主义市场经济是法制经济。法制经济要求政府转变职能,在定规矩,做裁判,即立法和执法上下功夫。1988年《水法》颁布实施后,我省水利部门转变职能,强化水利法制建设,以宣传教育为先导,完成了水利执法体系建设,加强了水资源和河道的统一管理,全面实施取水许可制度,依法征收水资源费和各项规费,维护了正常的水事秩序,为水利改革和发展起到了保障和促进作用。
