重点国有林区改革的治本之策是政企分开,当前进行的改革包括4种模式,即吉林森工集团和内蒙古森工集团的改革模式,清河林业局和十八站林业局改革模式,森林资源管理体制改革模式和国有林权制度改革模式。改革具有以下主要特点:改革是自下而上发起的,“内部政企分开”的渐进型改革已经在实践上有了尝试,其重要特征之一是将森工企业承担的政府职能和森林资源监督管理职能移交给由原森工企业人员组成的新的政府职能部门,学界目前对此认为并无不妥。
The key to the reform of state-owned forest areas focuses on the separation of government from enterprises. The current reforms include four modes, namely, the reform model of Jilin Forest Industry Group and Inner Mongolia Forest Industry Group, the reform mode of Qinghe Forestry Bureau and Eighteen Forestry Bureau, The Mode of Resource Management System Reform and the Reform Mode of State - owned Forest Right System. The reform has the following main features: The reform is initiated from the bottom up, and the progressive reform of “separation of internal and part of the government and enterprises” has been tried in practice. One of the important features of this reform is that the government functions undertaken by the forest industry enterprises and Forest resources supervision and management functions transferred to the former forest workers formed a new government departments, the academic community that there is nothing wrong with that.
