People-oriented and building a socialist harmonious society are the major tasks put forward by the 16th CPC Congress and the Third Plenary Session of the 16th CPC Central Committee and the Fourth Plenary Session of the 16th CPC Central Committee. The Fifth Plenary Session of the 16th CPC Central Committee has also established it as the “Eleventh Five-year” economic and social development . The Sixth Plenary Session of the 16th CPC Central Committee further made the “Decision of the CPC Central Committee on Several Major Issues concerning Building a Harmonious Socialist Society.” People First is to Build a Socialist Harmonious Society
