在全面建设小康社会的新时期 ,我国公民道德建设面临着新的形势和任务。为适应时代发展要求 ,我们必须坚持解放思想 ,实事求是 ,与时俱进 ,开拓创新 ,努力探索新形势下公民道德建设的客观规律 ,关键是要树立与社会主义市场经济相适应的、以促进公民社会的成长为战略依托、以全面提升公共生活质量为首要任务、以推进人的全面发展为战略目标的公民道德建设的新理念。
