党的基层组织是党执政的组织基础,是党的全部工作和战斗力的基础,是贯彻落实党的路线方针政策和各项工作任务的战斗堡垒。只有党的基层组织充分发挥战斗堡垒作用,全体党员都充分发挥先锋模范作用,才能保持党同人民群众的血肉联系,推动党和人民的伟大事业不断取得新胜利。因此,加强党的基层组织建设是党的建设新的伟大工程的重要组成部分,也是加强党的执政能力建设的一项基础工程。而建设学习型基层党组织,是加强党的基层组织建设的一项重要战略任务,是开创中国特色社会主义事业新局面,夺取全面建设小康社会新胜利的必然要求。
The grass-roots party organizations are the foundation of the party in power and the foundation of all the party’s work and combat effectiveness. They are the battle bastions for implementing the party’s line, principles, policies and various tasks. Only when the grassroot organizations of the party give full play to the role of a strong fighting force and all Party members have given full play to their vanguard and exemplary role can the party maintain the flesh-and-blood ties with the masses and continue to make new victories in the great cause of the party and the people. Therefore, strengthening the building of the party’s grassroots organizations is an important part of the new great project of party building and a basic project for strengthening the building of the party’s governing ability. Building a learning grassroots party organization is an important strategic task of strengthening the party’s grassroots organizations and an inevitable requirement of creating a new situation in the cause of building socialism with Chinese characteristics and seizing a new victory in building an overall well-to-do society.
