作为一项惠及全国城乡老年人的“民心工程”——“社区老年福利服务星光计划”,从2001年6月开始启动,经过两年的积极推进,已取得显著成效:首批“星光计划”共建成或改扩建项目近7000个,总投资24亿元;第二批“星光计划”共建成项目12159个,总投资46.4亿元;今年作为第三批“星光计划”的推进之年,其意义非同已往:首批“星光计划”项目集中建在省会城市,第二批“星光计划”项目集中建在地、县级城市,而第三批“星光计划”项目建设的重点将由城市转向县城镇和农村。今年是实施“星光计划”的最后一年,对实现“星光计划”的总体目标具有十分重要的意义。 为总结第二批“星光计划”实施情况,部署第三批“星光计划”工作任务,民政部于6月10日召开了全国“星光计划”视频工作会议。杨衍银副部长在会上做了重要讲话,陈杰昌副部长主持会议,社会福利和社会事务司副司长闫青春作会议小结。湖北省民政厅、天津市民政局、黑龙江省宁安市民政局、浙江省温州市鹿城区广化街道办事处以及青岛市民政局分别在会上作了发言和提交了书面材料。社会福利和社会事务司、救灾救济司、基层政权和社区建设司负责同志及有关人员出席了会议。
