从去年下半年开始,国资委多次公开提醒央企,要做好“过冬”准备。今年3月,国资委主任王勇表示,在经济形势严峻的情况下,中央企业“要通过管理提升找出风险点,止住出血点”。通信行业的发展有目共睹,目前中国的移动电话用户数已突破10亿,按照13.5亿人口计算,移动电话普及率已接近75%。通信行业技术更新快、竞争激烈也是众所周知的。近年来,各大电信运营商为了完成国家经济战略目标和业绩考核任务,投入了大量资金用于网络建设、网络升级、网络优化、营销补贴、业务推广、服务提升等,在满足国家信息化建设和人民通信需求的同时,运营商的运营成本持续增长——2011年,三家运营商的成本增长都超过10%。巨额成本支出将影响净利润的表现,制约后续网络、业务及服务更新换代的步伐。

Technology updates in the communications industry are fast and highly competitive. In recent years, major telecom operators have invested heavily in network construction, network upgrade, network optimization, marketing subsidies, business promotion and service improvement in order to fulfill their national economic strategic objectives and performance evaluation tasks. In order to meet the requirements of national informatization construction Operators’ operating costs continue to grow at the same time as communications needs of the population - in 2011, all three operators increased their costs by more than 10%. The huge cost of expenditure will affect the performance of net profit, restricting the follow-up network, business and service updates.
