This year marks the twentieth anniversary of the return of Hong Kong. Under the “one country, two systems” framework established by the Basic Law, the financial markets in Hong Kong have maintained healthy development and prosperity and stability. Article 109 of the Basic Law of the Hong Kong Special Administrative Region of the People’s Republic of China clearly stipulates that the government of the Hong Kong Special Administrative Region shall provide a suitable economic and legal environment so as to maintain Hong Kong’s position as an international financial center. There is no doubt that the international financial center does not exist in isolation. The interaction and cooperation between Hong Kong and the Mainland in the financial markets are the proper meanings of the international financial center.
