营造绿色城市,呵护地球家园,首先离不开绿色能源的开发和利用。2008年10月,联合国环境规划署提出了全球绿色新政的概念。2009年4月初,该机构又公布了《全球绿色新政政策概要》报告,向各国领导人发出呼吁:实施绿色新政,在两年内将全球国内生产总值的1%、约7500亿美元投入发展风能、太阳能、地热、生物质能等这些可再生能源。报告强调说,有效推行绿色新政,不但是走出当前经济困境的最佳出路,而且能为将来的可持续发展奠定良好基础。
