应建立“产品标准认证委员会”和“铁路企业质量体系认证中心”，对国家标准进行评审、考核，并施行国内外质量体系认证工作。此次标准修订，主要是将几年来经过验证的部标准，修订为国家标准。在实施前，先应在国内外具有权威性的试验站试验，同时，修订符合国际标准供货条件的《验收规则》。使国家验收标准与国际质量通用评审标准衔接，以适应市场经济的需要。
A “Product Standards Certification Committee” and “Railway Enterprise Quality System Certification Center” should be established to review and evaluate national standards and implement domestic and international quality system certification. The revision of this standard mainly aims to revise the departmental standards that have been verified for several years to national standards. Before implementation, it should be tested at authoritative test stations at home and abroad, and at the same time, the “Acceptance Rules” that meet the international standard supply conditions should be revised. To link the national acceptance standards with the international quality assessment standards to meet the needs of the market economy.
