Pingxiang County, Hebei Province, no resources underground, no special products on the ground, barren saline land, geographical inconvenient transportation, the lack of economic advantages, was listed as key poverty alleviation counties in Hebei Province. In 1990, I came to Pingxiang County, a county magistrate who was known as “Alkali, Poor, False, and Chaotic.” When I assumed office, I first went to the factory, went to the countryside, chanted families, and laborers, peasants and cadres to talk about each other’s well-being, understand the public’s sentiments, understand public opinions, find ways to make decisions, and trace their origins.
