健康管理在国外发展的时间较短,在我国尚未形成独立的学科。从其意义、功能以及起源看,健康管理与公共卫生存在紧密联系,尤其是健康管理所倡导的健康维护和健康促进理念,与以预防和控制疾病、提高人民健康水平为核心的公共卫生体系建设目标不谋而合。2003年以来,我国形成了以疾病预防控制和卫生监督为核心的公共卫生体系,对传染病、流行病防治产生了积极作用,但在实际运行中,也暴露出职能发挥不够充分、人员队伍不够稳定等问题。本文结合我国医疗卫生体制改革的大背景,探讨在疾病预防和控制体系中,从功能定位、疾控网点建设、服务项目设计三个方面引入健康管理元素,以期更好的完善我国公共卫生体系建设。
Health management has a relatively short development period in foreign countries and no independent discipline has yet been formed in our country. From the perspective of its meaning, function and origin, health management and public health are closely linked, especially the concept of health maintenance and health promotion advocated by health management, and the construction of public health system centered on prevention and control of diseases and improvement of people’s health The goal is the same. Since 2003, a public health system centered on disease prevention and control and health supervision has been formed in our country, which has played an active role in the prevention and control of infectious diseases and epidemics. However, in actual operation, it also reveals that the functions are not fully developed and the number of staff is not enough Stability and other issues. Combining with the background of medical and health system reform in our country, this paper discusses the introduction of health management elements from three aspects of function orientation, disease control network construction and service project design in the disease prevention and control system in order to better perfect the construction of public health system in our country .
