《国际卫生规则》是传染病控制方面唯一具有法律拘束力的国际卫生协定 ,但是 ,该规则仅规定了鼠疫、霍乱和黄热病这三类疾病。修订中的《国际卫生规则》加重了成员国的义务 ,应当引起我国的高度重视 ,并在适当的时候修订我国的法律规范。我国在“非典”的预防和控制上应当与世界卫生组织及其他成员国进行有效的合作。预防和控制“非典”的隔绝与隔离措施应当符合一定的条件 ,并尊重人权
The International Health Regulations are the only legally binding international health agreement on the control of infectious diseases. However, the rules stipulate only three types of diseases, namely plague, cholera and yellow fever. The revision of the International Health Regulations adds to the obligations of member states and should arouse the great attention of our country and amend our legal norms when appropriate. Our country should have effective cooperation with the World Health Organization and other member states in the prevention and control of SARS.
