2002年11月7日,中国证券监督管理委员会和中国人民银行联合发布了《合格境外机构投资者境内证券投资管理暂行办法》(以下简称《办法》),正式启动QFII制度。这标志着我国资本市场对外开放进入实质性阶段,是我国资本市场发展的重要里程碑。 QFII(Qualified Foreign Institu—tional Investor)是指“合格境外机构投资者”。QFII制度即合格境外机构投资者制度,是指在资本市场完全开放之前,允许经核准的合格境外机构投资者在一定规定和限制下汇入一定额度外汇资金,并转换为当地货
On November 7, 2002, the China Securities Regulatory Commission and the People’s Bank of China jointly issued the Interim Measures for the Administration of Domestic Securities Investments by Qualified Foreign Institutional Investors (hereinafter referred to as the “Measures”) and officially launched the QFII system. This marks the substantive stage in which China’s capital market is opening to the outside world and is an important milestone in the development of China’s capital market.
