课题旨在提出一种基于竞争与激励的电子政务标准制定和管理机制,以合理的确保参与电子政务建设的各方利益,在遵守电子政务国家标准和行业标准的前提下,通过IT技术将电子政务系统服务功能模块标准化,激励IT厂商积极参与标准库建设,政府部门在系统立项时到标准库里查重,已有的标准件只要付少量费用即可使用,避免重复建设。
The purpose of the project is to propose a mechanism for the formulation and management of e-government standards based on competition and incentives so as to ensure the interests of all parties participating in the construction of e-government reasonably. Under the premise of complying with the national standards and industry standards of e-government, Standardization of government service system function module, encourage IT vendors to actively participate in the construction of standard library, government departments in the system to check the standard library, the existing standard parts as long as a small fee can be used to avoid duplication.
