党的七大以来,我们党曾对群众观点作过多次系统的阐述。党的十三届六中全会作出的《中共中央关于加强党同人民群众联系的决定》,将群众观点概括为六个主要观点:人民群众是历史创造者的观点;向人民群众学习的观点;全心全意为人民服务的观点;干部的权力是人民赋予的观点;对党负责和对人民负责相一致的观点;党要依靠群众又要教育和引导群众前进的观点。这些观点,构成了党的群众观点的基本内容。
Since the party’s Seventh Congress, our party has elaborated many times on the viewpoint of the masses. The “Decision of the Central Committee of the Communist Party of China on Strengthening the Link between the Party and the People” made by the 6th Plenary Session of the 13th Central Committee of the Party summarizes the mass viewpoints into six main points: the viewpoint that the masses of the people are the creators of history, the viewpoint of learning from the masses of the people, The viewpoint of serving the people wholeheartedly; the viewpoints of the cadres’ power being given by the people; the viewpoint of being responsible to the party and being responsible to the people; the party’s point of view that the masses should rely on the education and guidance of the masses forward. These views constitute the basic content of the party’s mass viewpoint.
