1982年墨西哥债务危机爆发后,墨西哥政府着手进行经济调整,力图改变以“进口替代”为特色的内向型经济结构,实行对外开放,有选择地实施“出口替代”政策,以适应世界经济形势的变化。政府修改了外国投资法,采取措施大力吸引外国直接投资。80年代以来,外资企业迅速发展,投资的来源、流向和经营方式也都发生了变化,在一定程度上推动了生产结构的调整,促进了经济的恢复和发展。本文拟对墨西哥的外资政策、外资企业发展的新趋势及其对经济发展的影响等问题作一初步分析。
