减少大坝建设与运用过程中的人为误差因素,有可能降低大坝的失事率。作者利用国际大坝会议大坝设计与分析委员会最终报告中未公布的材料,提出一个检验大坝安全的总条文,并认为,这将有助于设计人员及工程技术人员消除可以避免的人为误差。
Reducing the human error in the process of dam construction and operation may reduce the dam failure rate. Using unpublished material from the final report of the Dams Design and Analysis Committee at the International Dams Conference, the authors propose a general provision for testing dam safety and believe it will help designers and engineers overcome the avoidable human error .
