一、一项“很了不起”的伟大事业 1984年2月24日,邓小平同志在与中央负责同志的谈话中非常明确地表示了他对加快建设海南岛的高度重视和关注:“我们还要开发海南岛,如果能把海南岛的经济迅速发展起来,那就是很大的胜利。”1987年6月12日,邓小平同志在会见外宾时,第一次公开提出了建立海南经济大特区的思想。他说:“我们正在搞一个更大的特区,这就是海南岛经济特区。”“海南岛好好发展起来,是很了不起的。”根据邓小平创办海南经济大特区的战略思想,1988年4月13日,七届全国人大一次会议通过了关于设立海南省和建立海南经济特区的决议。自此,海南开发建设史翻开了崭新而辉煌的一页。海南省办特区后,经济得到了快速发展,仅建省头三年固定资产投资即达170亿,大大超过了海南建国30多年来全民所有制国家资产投资总和,而仅1993一年,固定资产投资就完成了169.4亿。建省办特区五年后,已实现了中央在建省办特区时提出的达到国内平均发展水平的第一步目标。1993年全省国民生产总值达到204亿元,比建省前的1987年增长2.7倍,平均每年增长20％以上。可见,创办海南经济大特区,对于进一步推进我国的改革开放,加强民族团结,扩大对外影响,巩固国防,完成祖国统一大业,都有着十分深远的意义。

Five years after the province set up a special zone for SAR control, the first goal set by the Central Government for attaining the average level of development in the country when the SAR was built and the province was established has been fulfilled. In 1993, the province’s GNP reached 20.4 billion yuan, an increase of 2.7 times that of 1987 before the establishment of the province and an average annual increase of over 20%. Therefore, the founding of Hainan’s special economic zone is of far-reaching significance for further promoting China’s reform and opening up, strengthening national unity, expanding its external influence, consolidating national defense and accomplishing the great cause of reunifying the motherland.
