今后一个时期财政工作的主要任务是:认真落实以发展为主题,以结构调整为主线,以改革开放和科技进步为动力,以提高人民生活水平为根本出发点的战略方针,进一步发挥财政调控职能作用,逐步建立健全适应社会主义市场经济要求的公共财政体系,正确处理财政改革与发展同经济社会发展全局的关系,促进经济结构调整和社会全面进步。本文拟就北京市昌平调整财政支出结构的问题,作些分析,探索。
