卫生部孙隆椿副部长在1993年9月19日召开的全国医院产业发展经验交流会上讲话指出:当前卫生产业尚处于起步阶段,主要存在三方面的问题,一是地区发展不平衡,有的地区思想不解放,有的是各地优势没有结合起来;二是随着社会主义市场经济的建立和医疗卫生单位经营机制的转变,卫生产业企业面临激烈的市场竞争,要立于不败之地就必须深化企业经营机制改革,挖掘和选拔懂管理的人才以及不断引进先进的科学技术,扩大服务市场;三是各地、各卫生产业企业的沟通与联系还不够,大部分企业还处于单兵作战
