Although “restrictive ” measures have been broken, “development ” policy is still missing. Reporters interviewed in some provinces and cities piloted by wholly foreign-owned hospitals that have been opened revealed that the competent authorities were not clear about the orientation of foreign-funded hospitals and some of the policies were contradictory to each other.
