建议更换办案人制度具有加强法律监督、预防司法腐败、保护当事人利益的重要意义。应当进一步扩大更换办案人制度的适用范围、明确适用的对象,细化适用的情形、规范实施的主体,完善程序的设置。建议加强立法,完善该制度关于期限、自身监督以及配套措施方面的问题,推动更换办案人制度的发展与成熟。
The proposal of replacing the investigator system has the important significance of strengthening legal supervision, preventing judicial corruption and protecting the interests of the parties concerned. It is necessary to further expand the scope of application of the system of examining and handling investigators, clarify the applicable objects, refine the applicable circumstances, standardize the subjects of implementation and improve the procedures for the establishment of procedures. It is suggested that we should strengthen legislation and improve the system’s deadline, self-supervision and supporting measures, and promote the development and maturity of the system of investigators.
