农村基层党组织是民心的凝结核,是中央政策的落实者,是民众意愿的汇聚点,是党整体形象的辐 射源。但在当今村民自治背景下,原有基层党组织的领导方式逐渐暴露出许多弊端,其作用没有发挥到应有的程 度。为提高党在农村的执政能力,探索新形势下农村基层党组织的领导方式就成为必需。为此,基层党组织的领 导必须以村民自治原则为前提,做到权责明确、有法可依;“抓大放小”、确保重点;民主监督、科学管理;提高素质、 优化形象。
The grass-roots party organizations in rural areas are the condensation nucleus of the people, the implementants of the central policies, the focal point of the people’s wishes, and the source of the party’s overall image. However, under the current background of villager autonomy, the original leadership of the grassroots party organizations gradually exposed many drawbacks, and its role has not been brought into full play. In order to improve the party’s ability to govern in the countryside, it is necessary to explore the leadership style of rural grass-roots party organizations in the new situation. To this end, the leadership of grass-roots party organizations must take the principle of self-government of villagers as a prerequisite, so that the powers and responsibilities are clear and there is no basis for law enforcement; “hold big and let small” ensure the focus; democratic supervision and scientific management; enhance the quality and optimize the image .
