一九八七年九月四日湘政发33号省人民政府同意省交通厅《关于交通运输管理体制改革实施意见的报告》,现转发给你们,请认真研究贯彻执行。交通运输管理体制改革是简政放权、实行政企职责分开、加强行业管理的需要。各地、各有关部门要积极支持,密切配合,认真做好工作,保证这项改革措施的落实。企业下放后,省交通厅及所属有关机构要切实加强行业管理,搞好协调指导和服务工作,帮助企业提高管理水平,促进我省交通运输业的更大发展。
On September 4, 1987, the Xiang Zhengfa Provincial People’s Government, No. 33, agreed that the Report of the Provincial Department of Communications on the Opinions on the Implementation of Transport Management System Reform will be forwarded to you. Please seriously study and implement it. The reform of the transportation management system is the need for simplification of administration and decentralization, the separation of responsibilities of government and enterprises, and the strengthening of industry management. All localities and all relevant departments should actively support and cooperate closely with each other and conscientiously do a good job in ensuring the implementation of this reform measure. After the enterprises are decentralized, the provincial Department of Communications and its related agencies should conscientiously strengthen the management of the industry, do a good job of coordination and guidance and services, help the enterprises to improve the management level and promote the greater development of the transportation industry in our province.
