运用文献法和归纳法梳理了国外公共住房配置中资格准则、选择准则、排序准则、优先准则等四类准则的内涵及运用流程,归纳了主要国家四类配置准则的具体内容及退出处理方式。结合我国住房保障的政策实践,从低收入家庭经济状况信息系统建设、排序和优先准则制定、租赁管理、渐进式退出机制、奖惩机制等方面揭示了国外公共住房配置管理经验对我国的启示。
By means of literature method and inductive method, the connotation and application process of four criteria of eligibility criteria, selection criteria, ranking criteria and priority criteria in foreign public housing allocation are summed up, and the specific contents of the four types of allocation criteria in major countries and the withdrawal treatment are summarized. In light of the policy practice of China’s housing security, this paper reveals the enlightenment of foreign public housing allocation management experience to our country from the perspectives of economic status information system construction, sorting and prioritization development, lease management, gradual exit mechanism and reward and punishment mechanism of low-income families.
