事业单位人事制度改革的基本目标,是克服事业单位人事制度的现有弊端,建立一个充满活力保证社会各项事业发展的人事制度。选用制度是整个人事制度的基础和关键环节。从满足我国事业单位人事制度的目标要求看,能够充分满足这些目标要求的最佳方式,首推聘任制。科学设计聘任制的基本方面包括:科学设计聘用的条件,科学规范聘用的程序和方法,科学确定聘用的适用范围。
The basic goal of the personnel system reform in public institutions is to overcome the existing defects of the personnel system in public institutions and to establish a personnel system full of vitality to ensure the development of all social undertakings. The selection system is the basis and the key link of the entire personnel system. From the objective requirements of meeting the personnel system of public institutions in our country, we can fully meet the best way of meeting these objective requirements and the most important one is the appointment system. The basic aspects of appointment system of scientific design include: the conditions of scientific design employment, scientific norms of employment procedures and methods, the scientific determination of the scope of employment.
