《国家中长期教育发展规划纲要》对中小学校的发展也提出了更高的要求。随着社会对优质教育资源的渴求、政府加大教育的投入,使得中小学校的硬件设施普遍得到了较大的改善,促进教育公平,提升教育质量成为了中小学校教育的重要目标和任务,而教学管理是学校管理工作的核心,它直接体现着中小学校教育的公平性与规范性,更直接关系着学校的教育教学质量及人才的培养质量,关系着学校的办学品位和发展前景,一直为教育行政部门和中小学校校长所高度重视。本文从黑龙江省中小学生的直接经验入手,密切联系学校自身生活和学生主题,体现经验和生活在中小学教学管理与学生发展价值的实践性。
