1985年3月11至12日,国务院在合肥召开了第二次治淮会议,由万里、李鹏副总理主持,河南、安徽、江苏、山东四省和中央书记处农村政策研究室、国家计委、交通部、水电部的负责同志参加。会议就治淮工作情况和近期规划意见进行了讨论研究。万里、李鹏副总理作了重要讲话,要求提出一个有理想、顾大局、讲科学的治淮规划,报请中央、国务院审批。会议提出,三年来的工作实践证明,1981年国务院第一次治淮会议作出的决定是正确的,今后治淮工作必须继续贯彻落实。但由于建设资金的限制和在一些重大治理措施上意见不统一,影响了治淮进度。
From March 11 to March 12, 1985, the State Council held the second conference on harnessing the Huai River in Hefei. It was chaired by Wan Li and Vice Premier Li Peng. The rural policy research offices of Henan, Anhui, Jiangsu and Shandong provinces and the Central Secretariat, the State Planning Commission Ministry of Communications, Ministry of Water, responsible comrades to participate. Meeting on Huai Huai work and recent planning comments were discussed. Miles, Vice Premier Li Peng made an important speech calling for the formulation of a plan for treating floods with ideals, taking the overall situation into account and science, and submitting for approval to the Central Government and the State Council. The meeting proposed that the work practices in the past three years have proved that the decision made by the first State Council’s Huaihuai Conference in 1981 was correct and that the future work on Huaihe River must continue to be implemented. However, due to the restriction on the construction funds and the disagreement on some major governance measures, the progress of the prevention and control of Huaihe River has been affected.
