在今年一月的联合国第一届大会中,讬管问题曾喧闹一时。在开会之初,伦敦方面曾传出消息,说英国将慷慨地把所有前国联的委任统治地移交联合国讬管。可是一月十七日贝文在大会演说中,只宣布愿交出菲洲的坦甘尼加、喀米隆、吐哥兰三小块不毛之地,并且还声明:『各该委任统治地之人民与全世界均应知悉,在讬管制之最后目的(即自治或独立)能以达成前,现政权仍将予以维持』。
