日前,经国务院批准、由国防科工委与发展改革委共同研究制定的《国防科技工业产业政策纲要》(以下简称《纲要》)已正式发布实施。《纲要》明确了国防科技工业改革发展的思路、原则和重要政策,是对新时期国防科技工业改革发展的总体设计和战略指南。就《纲要》的相关问题,本刊记者对一直主持《纲要》起草制定工作的国防科工委副主任张维民进行了专访。
