2015年11月2日,上海市档案局联合中共上海市委组织部、上海市人力资源和社会保障局、上海市发展改革委员会、上海市财政局、上海市民政局等六部门联合印发《关于进一步加强本市流动人员人事档案管理服务工作的意见》(沪人社力[2015]468号),对新形势卞流动人员人事档案的管理体制、职责范围、工作制度等作出规定。《意见》确立了统筹兼顾、便民利民、分级管理、保障到位的工作原则,明确市一区(县)-街镇分级分类管理的工作体制,要求进一步推进管理服务信息化、规范化、标准化,建设全市互联互通、统一标准、信息共享的一体化“流动人员人事档案管理
