2002年,大连市信息产业局组织实施了“1234”工程。“1”个平台:完成党政专网平台一期工程建设;实现市委大楼与市政府大院、市人大、市政协互联,实现纵向上与中办国办、省委省政府,下与县市区的互联互通,完成党政机关内部办公自动化应用平台的建设,全面实现市委、市政府办公厅内部办公事务管理应用系统建设。“2”个推进:推进市委、地税局、统计局等10个电子政务示范工程和一汽大柴、瓦轴集团、机床厂等10家企业信息化示范工程。“3”个中心建设:启动互联网数据中心、空间数据资源研究中心、呼叫中心建设工程。“4”个系统建:设建设现代口岸物流信息系
