当前一些基层政府负债日趋严重,已经危及着基层政权的正常运转和社会稳定。如何消化乡镇负债,保证基层政权运转,促进农村经济发展,是乡镇党委、政府亟待解决的问题。乐山市市中区在这方面迈出了很好的一步。该区在区委、区政府的高度重视和大力支持下,大胆探索,深入实践,采取措施,积极消化了乡镇负债。从1998年至2000年间全区共消化负债7800万元,减少了26.17%。其中关庙、九龙等13个乡镇负债明显下降,通江、石龙等4个乡镇实现了零负债,确保了各乡镇机关正常运转,维护了社会稳定。
At present, some grassroots governments have become increasingly indebted and have endangered the normal operation of the grassroots government and social stability. How to digest township debt, ensure the operation of grass-roots regimes and promote rural economic development are problems to be solved urgently by township party committees and governments. Leshan City, Central District in this area has taken a very good step. With the great attention and support of the district party committee and district government, the district boldly explored and deepened its practice and took measures to actively absorb the debts of towns and villages. From 1998 to 2000, the region digested a total of 78 million yuan of liabilities, a decrease of 26.17%. Among them, the liabilities of 13 towns and townships such as Guanmiao and Kowloon have dropped remarkably, and four townships such as Tongjiang and Shilong have realized zero liabilities, ensured the normal operation of all township and town organs and maintained social stability.
