西部地区的开发,中央的最高领导、政府部门都已提到议事日程上了。江总书记这回讲到的最初战略思想和大局思想,是小平同志在80年代提出的。先是沿海地区的发展,这是全国的大局;大约到2000年前后把西部地区的开发提到议事日程上来,也是一个大局。现在,第三代领导已把它正式提到议事日程上来,各个部委都在行动。作为研究区域开发和发展的学者,笔者从全国的角度研究各地区的发展战略问题,研究全国各地区为什么发展得好,为什么开发得好,哪些地区开发得好,每两年向政府提出报告。笔者比较各个地区的发展程度、遇到的问题,感觉到科技工作非常重要,尤其对西部地区。我国的自然条件相差太大,有(?)大自然区:东部季风气候区(人口
