根据齐齐哈尔市实际情况,吸收、借鉴和推广国际先进科学技术及成功经验,积极争取国际社会在信息、技术、资金等方面的交流、合作和援助,参加全球艾滋病控制策略的实施并做出贡献。齐市CDC决定合作、借鉴国外综合性干预措施成功的经验,对女性性工作者、男男性行为者、艾滋病感染者/病人开展行为干预和关怀,因地制宜,充分考虑中国特定的社会、文化、经济和政治背景和流行病学特征,迅速探索切实可行的、适宜的艾滋病干预/关怀模式,同时促使项目经验推广。
