推进实施主体功能区规划,是深入贯彻落实科学发展观的重大战略举措。柳州市是工业发展历史悠久的重镇。当前,大力发展工业经济,仍然是柳州市的总体发展定位,然而,重点开发区大规模的工业生产和加速的城镇化势必造成更加尖锐的社会经济发展与生态环境之间的矛盾。依据广西主体功能区规划对工业城市柳州市重点开发区的相关要求,进一步制定实施绿色发展策略,对于推进重点开发区形成人口、经济和资源环境相协调的国土空间开发格局,加快转变经济发展方式,具有重要战略意义。
