I. Opportunities and Challenges Facing the Present Western Development At present, the domestic and international economic situations have undergone or are undergoing a series of profound changes. Such changes have brought some new development opportunities for the western region in the future. First of all, in order to implement the strategy of developing the western region, the central authorities have explicitly targeted 70% of the state’s financial allocations, treasury bonds, loans from international financial organizations and foreign governments to the central and western regions, especially the west
